Just a thought on this episode. I had to watch it twice to understand the suddent shift from good Brian to bad Governor. The Giv said to Woodbury you either kill or get killed. Also, if he has been more vicious Penny would be alive. In this ep his entire goal was to do things differently so that his family would live. When Martinez said the camp might not be safe, he decided they can’t stay and he didn’t want to lead. When he saw that the brother with hair(can’t remember his name)had an ethical lens he knew he couldn’t keep him around. Essentially he was going to do anything he needed to to get his family somewhere safe – the prison. That’s why in the finale his new wifey and Megan stay behind. So everyone else could be sacrificed except them.
    LOVE your show!!
