Powdered Milk and Baby Formula are 2 totally separate things. Judith would need actual formula which is heavily regulated because it simulates the milk produced by humans. Since it’s for consumption by infants.
That powdered milk is most likely a reference to them feeding the prisoners to fatten them up and give them something to eat.
Holy crap! Just re-watched the season finale. Michonne totally recognized Tara as one of the Govervors people and shot her an evil look right before Rick delivered his last lines. If looks could kill…
